Joseph Quinn, P.E.
President
Joseph is a licensed Metallurgical Engineer in CA, PA, UT, NV, AZ, CO, and WA and owner of Materials FACT, a failure analysis consulting business located in Los Angeles. He holds three degrees in the fields of materials science and engineering and has provided well over 1,000 investigations on metallic and non-metallic (glass, plastic, rubber, and composite) materials or products in litigation, subrogation, insurance claims, and industrial incidents. He is very active in technical societies and industry organizations.
Michael Ozatalar, P.E.
Vice President
Michael has been with Parsons for 30 years and has held several key leadership roles within the company. Currently, Michael is the Manager of Engineering, and is responsible for all engineering staff and services in Parsons Federal Systems, which performs over $1 billion in annual revenue for the federal cyber and intelligence; infrastructure and environment; logistics, security and training; and engineering and technical services markets.
Ken Discenza, P.E.
Treasurer
Ken is a Registered Civil Engineer with over 40 years in the land development field. He has provided project engineering and management during the planning, design, and construction phases of numerous projects involving residential, commercial, and industrial development. Ken has worked in Southern California as a Professional Engineer since 1980 when he established Site Design Associates, Inc. Ken has been a volunteer for MATHCOUNTS for more than 30 years.
Landon Burns, P.E.
Member
Landon is an Electrical Engineer licensed in AZ, CA, FL, GA, GU, HA, NV, NC, SC, VA, and WA. He has a B.S. in Electrical Engineering and an M.Eng. in Electrical Engineering with a focus on power systems. He began his career with the Naval Facilities Engineering Command (NAVFAC) as a Designer of Record (DOR) for military facility and utility electrical systems. He transferred to the Naval Sea Systems Command (NAVSEA) in 2015 to become a DOR for telecommunications power systems for military test and training ranges. His work quickly expanded beyond telecom power systems to all power systems for military test and training ranges, including medium voltage distribution systems. He is currently the technical lead for the infrastructure engineers, which includes Civil, Structural, Mechanical, and Electrical Engineers, many of whom are licensed Professional Engineers.
Davis Flaten, P.E.

Davis has worked in the natural gas industry for 41 years serving in various different leadership roles throughout California and Nevada. He is the Manager of Engineering responsible for the natural gas facility designs in Southwest Gas Corporation’s Victorville Division. Davis is a licensed Mechanical Engineer in California.

Jeanne Marie is an associations professional with more than 25 years experience in the areas of program management, communications, and executive management. She has a Bachelor of Arts in Journalism and began her career as a daily newspaper journalist.
